Launching HID’s Initiative to Close Sub-Saharan Africa’s Identity Gap

Challenge

 

In Sub-Saharan Africa, the absence of verifiable identity locks millions of people out of civic life and basic services. Nearly half of African citizens cannot reliably prove who they are to vote, travel, access government programs, and interact in other ways in the community. To address HID's growing focus on the region, Ace Content Group launched a communications initiative to help close this identity gap and introduced it at ID4Africa.

 

Our task was to demonstrate a practical, end-to-end path to “ID-for-All” that works in both remote, unconnected communities and dense urban centers, and to position trusted identity as an economic enabler…not just an identity or security mandate. 

The communications lift

Turn a broad solution set (citizen IDs, mobile IDs, biometric enrollment, and secure issuance) into a people-first narrative, while mobilizing media, broadcast, and on-site stakeholders through coordinated storytelling and high-touch engagements.

PR Strategy

 

We led with a human-centered story: identity isn’t just a control, it’s the doorway to prosperity, participation, and dignity. Framed around ID-for-All and the realities of remote, unconnected communities, our narrative showed how governments can use trusted identity to help citizens vote, access benefits, move freely, and engage fully in civic life.

 

We proved it with concrete deployments and showcased how Tanzania’s e-Visa and e-Permit (layered on its HID-powered e-Passport) demonstrated end-to-end Citizen ID at national scale. Angola’s voter ID program illustrated high-volume issuance under tight timelines, while refugee identification initiatives showed how enrollment and verification reach people in crisis.

 

Government ID programs and driver’s license issuance highlighted integrity and efficiency in education and transportation.Together, these examples made the case that HID’s portfolio, spanning Citizen ID, Secure Identity, Physical Access, mobile IDs, biometric enrollment, secure issuance, and e-Passports, delivers measurable results from rural villages to dense metros, turning policy goals into lived outcomes.

Execution

The communications program was anchored in a sequenced slate of news that built credibility before the event, generated momentum during ID4Africa, and sustained visibility afterward. Each release, along with a press conference and on-site interviews,  reinforced HID’s commitment to closing Africa’s identity gap while showcasing tangible deployments and technology leadership.

Pre-Show (Set the agenda)

We issued Sub Saharan-focused media advisories and pitched HID’s Sub-Saharan initiative, seeding proof points such as Tanzania’s e-Visa and e-Permit expansion and securing both broadcast and print interview slots in advance.

 

In parallel, we built a country-by-country outreach map to identify the primary decision-makers and influencers across Sub-Saharan Africa, including Ministries of Home Affairs/Interior, Immigration and e-Border agencies, CRVS authorities, National ID programs, ICT/Digital Transformation ministries, and Election Commissions.

Results & Impact

 

Amplification and coverage

Live and post-event visibility across TV, radio, magazines, and online. We secured 55 pieces of earned media coverage in high-value target publications, 2 television interviews, 1 radio interview, 1 podcast, and 10 onsite interviews across our selected countries and outlets.  

Executive visibility

Spokespeople appeared in high-profile interviews and the roundtable, reinforcing credibility with government, integrator, and media stakeholders.

Message penetration

The narrative consistently landed that trusted identity is an economic enabler and inclusion driver. HID was recognized for end-to-end capability spanning Citizen ID, Secure Identity, and Physical Access. 

Digital and social impact

Record engagement on corporate channels extended booth energy to regional and global audiences, with short demo walk-throughs and executive soundbites fueling sustained reach. Social extensions repurposed media clips and quotes for additional reach to our audiences beyond the show.

At ID4Africa (Make the market)

Press conference + high-level diplomacy: We staged a press conference with an official from the Government of Tanzania to formally launch the initiative and underscore proof already in market (e-Passport with e-Visa/e-Permit expansion). Secondly, our dignitary program of pre-booked booth tours with ministers and senior officials from priority countries aligned to national ID roadmaps and initiatives.

Bottom line

 

Through highly coordinated and strategic PR (thought leadership cadence, press conference, dignitary diplomacy, broadcast interviews, and sequenced news) the Sub-Saharan Africa launch moved beyond a tradeshow moment.  It was a major catalyst for bringing awareness to HID as a category leader in trusted identity and building durable momentum for government modernization across the region.
